Whisper it – but there are plans afoot in London for low-income families to circumvent the upcoming (April 8) Ultra Low Emissions Zone (ULEZ), Which will move to the boundaries of the North and South Circulars by October 2021.

Details – cooked up between Transport for London and the Mayor of London’s office – are sketchy at the moment, but owners of modern classics could be persuaded to scrap the min favour of less polluting newer cars. Those unable to front the £12.50 daily ULEZ charge for any vehicle not Euro 4 (petrol) or Euro 6 (diesel) compliant would, income-dependent, be offered a means of getting into a new car for a lot less than it would normally cost your average buyer.

When pushed for clarification on who Would qualify, how much money was available per household (and the fate of any scrapped cars and whether or not they could be used for parts), the Mayor’s office remained resolutely silent. All we know so far is that there’s a £23m‘scrap for cash’ pot being made available for Londoners on a tighter budget running older cars.

Sadly, it appears to be curtains for older cars that aren’t tax-exempt,’ according to Classic Car Weekly news editor Jon Burgess. ‘Those in a car of advancing age not by Choice and not yet deemed classic by Legislators will be subject to the full weight of ULEZ charges. If the only choice for low-income motorists in the capital is to run an older car and be penilised or buy a newer, cleaner one, then they’re stuck between a rock and a hard place. ’We’re watching this situation closely and will keep you informed.
